The Government has approved the proposal of the Ministry of Economy and Innovation to establish an industrial park in Utena and, given its importance for the region, to grant the project the status of a project of national importance.
“Currently, we do not have a territory in the Utena region dedicated to the development of manufacturing and services, so there is no possibility to make the most of the available potential and attract investments. The project is expected to create around 310 new jobs and raise €53.2 million. euros. This will increase the attractiveness of the region”, says Aušrinė Armonaitė, Minister of Economy and Innovation.
The 20.47 ha Utena Industrial Park will be established on state land owned by the municipality. The project will intensify support for the development of small and medium-sized businesses and adapt existing infrastructure to the needs of foreign and local investors.
“The development of the territory will open up opportunities to attract new local and foreign investors to the region, to promote the establishment and development of industrial enterprises in the Utena region. It will also be a place where high-tech manufacturing and service sector companies can set up”, says Karolis Žemaitis, Deputy Minister of Economy and Innovation.
“Finally, after a long time, through joint efforts with the Ministry of Economy and Innovation of the Republic of Lithuania, we have finally moved this strategic issue for the Utena region forward. An industrial park in Utena could have become a reality long ago, but various circumstances prevented it from happening. The establishment of an industrial park does not in itself mean investment, so there is still a lot of preparatory work to be done. We will have to carry out various technical procedures, selecting the operator through a public tender to manage the new industrial park. It will take municipal, state and EU funds to clean up the area and make it suitable for investors. The 20.47 ha territory of the city of Utena will then become attractive for those who want to build new factories and not only factories, which will mean a lot of new jobs for the people of Utena” – says the Mayor of the Utena District Municipality Marijus Kaukėnas.
The infrastructure required for the territory of the Utena Industrial Park will be developed with the funds of the municipal budget, the state budget and the European Union support.
The creation of new jobs in the industrial park is expected to generate an additional €16.3 million for the state budget by 2039. EUR 17.3 million in revenue from personal income tax and EUR 17.3 million in revenue from personal income tax. National social security contributions of €10 million.
Investors will enjoy exclusive legal conditions in the territory of the Utena Industrial Park:
- Speeding up procedures for subleasing state land (not by auction);
- Access to additional tax incentives;
- Installation of public infrastructure up to the plots (financed by the State of Lithuania, the budgets of the Utena district municipality and the European Union).
The project will be launched after the Ministry of Economy and Innovation concludes an agreement with the municipal administration of the Utena district on the development plans for the industrial park. Further procedures:
- Carrying out a public procurement procedure for the preparation of a development plan for the Utena Industrial Park;
- Preparation of the Utena Industrial Park Development Plan;
- Approval of the Utena Industrial Park Development Plan by the Utena District Municipal Council;
- Approval of the development plan for the Utena Industrial Park by the Ministry of Economy and Innovation;
- In accordance with the decision of the Municipal Council of Utena District, the establishment of the Utena Industrial Park, the setting of the terms of the Industrial Park’s operation, and the selection of the operator through a public tender;
- Selection of the operator of the Utena Industrial Park by public tender;
- Signing of a contract between the municipality of Utena district and the operator of the Utena Industrial Park;
- Subletting of state-owned land;
- Start of the development of the Utena Industrial Park.
